Reporting to the Director, Financial Services (Director), the Manager, Financial Services (Manager) is responsible to design, manage, implement effective financial controls to safeguard Government assets and ensure that the Departmental financial transactions are processed in accordance with the Government of Nunavut and Departmental policy and procedures that ensure timely, relevant, and accurate information is available when managing budgets and exercising spending authority. This position oversees and provides technical expertise to the three regional offices to ensure that programs and services are delivered on a fair and consistent basis across the Territory.
The Manager supports the Director by leading the preparation and verification of receipts of revenue, commitments, payables, receivables, and journal vouchers. The manager is responsible for planning, developing and managing the implementation and evolution of approved operational policies, procedures, processes, tools and systems governing accounting operations and other financial services. This position leads the roll-out of new or improved financial practices, processes and policies to all regional offices and ensure consistencies in their application throughout the division. The Manager develops and prepares various reports such as financial accruals and ensuring the timely and accurate submission of monthly, quarterly, and year-end financial reporting and analysis. This position manages and coordinates all Capital payments of large government construction contracts based on specific details in the contract. The Manager manages, motivates and trains staff, ensuring effective teamwork and communication.
The knowledge, skills, and abilities required for this job are usually obtained through a recognized undergraduate degree in Business Administration, Finance, Accounting or similar, plus three (3) years of related accounting and finance experience. Supervisory or management experience is also required for this position. The completion of a recognized professional accounting designation (CPA) would be considered an asset.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
